Well, I think it is a bit difficult to do that for creative filter programs.
I haven't checked it yet, but there is a digital image synthesizer called Ad
Oculos, used by the guys who use digital image synthesis with optical
material recognition. It's a german product and from what I've seen, it
really works like you described it. It looks like you can pull some code
blocks which do something (such as median filter, LaPlace, transform
functions) and you can combine them ( I believe there are some loops, too).

I think they are in the web, as well, look for "Ad Oculos", but it costs
some 450 US$  and does not fulfill our creativity dreams...
